They See You While You're Shopping

Tomorrow is Thanksgiving Day--and, unofficially, the beginning of the "holiday season"--here in the US.

Although this time is festive for some, it comes with increased dangers.  Among them are "crimes of opportunity," especially in shopping and touristic areas.  Such incidents include car break-ins, purse snatchings, other kinds of theft and sexual harassment and assault.  As one shopper pointed out, a woman alone in a parking lot is especially vulnerable at this time of year, as darkness arrives earlier in the day.

Knowing that, police departments typically increase their presence in such places at this time of year.  Typically, constables pass by in patrol cars; sometimes cops do their work on foot.  But at least one police department has figured out that sending officers to such areas on bicycle is perhaps the most effective means of fighting and deterring crime.

That is what the Kyle, Texas police department will be doing for the fourth year.  The Austin-area city's department specially trains officers for bike duty.  One benefit, according to officer James Plant, is that "we can get into areas that police cars can't." Moreover, he says, bikes are quiet, which allows officers to "be stealthy" and "sneak up on the criminal."

The real value, he says, of the bike patrols is not so much in busting criminals but in deterring them.  The officers on bikes, he explains, are "an extra set of eyes and ears in the community."

And, it seems, people like the bike patrols.  "We get a lot of thumbs-up," Plant says.

West Fargo Bicycle Medics

Police departments all over the world have started bicycle patrols for very practical reasons.  For one, tight spaces, crowds or other conditions can make it difficult to reach a person needing help or some other emergency.  Also, not being encased in glass and steel, and not having a motor droning in front of them, makes it easier to see or foresee situations that warrant a response.

Those are also the reasons why, last week, the fire department of West Fargo (North Dakota) unveiled four new bicycles to be used by two fully-equipped teams of medics.  Those teams will work with ambulance staff who will assist if someone needs more specialized care or transportation  to a hospital.  

The creation of medical bicycle units was motivated, in part, by the city's growing population and, specifically, the increasing popularity of downtown events that draw large crowds.  Because such events are usually held during the summer, people can be overcome by heat or dehydration.  Also, the crowds or blocked-off streets can keep other kinds of vehicles from passing into other parts of town where there might be an emergency.

Each team consists of two medics who are trained, on-call firefighters.  They ride custom Trek mountain bikes.  One member of the team carries a trauma kit and defibrillator machine, while the other team member has a bag of supplies needed for common medical emergencies.  Every one of the medics has undergone 40 hours of specialized training for this new undertaking.  

Fire Chief Dan Fuller said the medics may travel to nearby areas such as Moorhead and Fargo to work in larger events such as the Fargo Marathon.

Quicker In Queensland: Bicycle Ambulances

Police departments have long known that some "beats" can be more effectively patrolled by bicycle than in motor vehicles.  Such places include downtown areas, housing complexes, college campuses and almost any place where tourists and pedestrians congregate.  In such places, narrow streets or paths are difficult to navigate, or simply inaccessible, for motor vehicles, so an officer on two wheels can arrive more quickly than one who is behind a wheel.

Less common are ambulance bicycle fleets.  I am guessing it's because the idea so rarely occurs to anyone who decides on such things:  My searches have not yielded any reports of any city or other jurisdiction trying it and deciding it was a bust.

However, I have found out that in the Queensland, Australia city of Gold Coast, bicycle ambulances have been responding to calls in the Surfers Paradise and Broad Beach tourist zones.  The program is seen as so successful that the nearby city of Brisbane is launching a similar service.

Officials hope that the Gold Coast and Brisbane paramedics on bikes will help to ease the extra burdens that will no doubt be placed on local emergency services when the 2018 Commonwealth Games are held in Gold Coast.  One sign that this is possible, and that the benefits of paramedics on bikes could extend well beyond the games, is that the average response time for a cycling paramedic has been, on average, eight minutes faster than that of an ambulance in a motor vehicle, according to Jane McDonald, one of the paramedics.  She recounts, as an example, a bicycle response team arriving four minutes after an anaphylaxis patient making a call.

Ms. McDonald herself might have something to do with those times:  After all, she raced and was considered one of her country's elite female cyclists.

They Keep Going Even When There's No Gas

Here in the US, one normally expects to see a bicycle-mounted police officer in a park, on a college campus or in some other place where there are narrow alleys or paths, like large housing complexes.

It seems, however, that cities and towns are figuring out that such patrols can be very useful in downtown areas.  If you have cycled in such places, as I so often have, you know that you can often reach a given destination before a car or bus, especially when traffic is heavy.


That is basically the reason why there are still bike messengers, even when offices have scanners and e-mail systems.  Some things require that actual people physically sign for them, or have to be delivered by hand for other reasons.  When I was a messenger, I routinely made trips from Midtown to the Wall Street area in five to ten minutes that would have taken twenty minutes to half an hour in a motorized vehicle.


But I digress.  Now ever-smaller cities and towns are seeing the usefulness of bicycle patrols.





One such municipality is Wimberley, in the south-central part of Texas, between Austin and San Antonio. With less than 3000 residents, it doesn't have its own police station, so it depends mainly on deputies from the Hays County Constable and the county sheriff's department to respond to emergencies.


As often as not, those emergencies are the cause of traffic congestion in the downtown area.  Emergency trucks have an especially difficult time getting to the scene of an accident, explosion or some other emergency quickly.  In situations like those, saving seconds can mean saving a life.  And, as Constable Ray Helm explains, "those guys on their bikes can get there within 20 seconds" when it might take minutes for a first responders' vehicle. Also, "they can access different parts of the city trucks can't," he notes.


Also, those quick arrivals make it more likely for officers to de-escalate tense situations, like the ones that unfolded this weekend when gas stations ran out of fuel. Tempers flared, and the officers on bicycles avoided traffic tie-ups and were thus might have arrived just in time to prevent a fracas.


In sending constable's deputies on bicycles, the department was also able to use less of its own gasoline--which, of course saves money.  I am sure that would sway a few folks who might not be moved by the other benefits--such as improved community relations (Officers and the public deal with each other face-to-face rather than through a metal encasement.) that accrue from getting officers out of their cars and onto bikes.

Firefighter Bicycle

There's a good chance you've seen a police officer patrolling his or her beat on a bicycle.  It's a common sight on college campuses as well as in dense urban areas with heavy traffic.  Bicycles can be ridden between buildings, down alleyways and in all sorts of venues too narrow for cars.  Even when few adults were cycling here in the US, constables on two wheels were not an unusual, if not a common, sight.

There is also a long history of postal delivery on bicycles, mainly for the same reasons officers patrol from the saddle.  Mail carriers on bikes aren't as common as cops pedaling on patrol, at least here in the US, but I understand they still pedal through "rain, snow, sleet and hail" in a few places.  And they are still pretty common in some other countries.

Speaking of history:  I've written a few posts about how bicycles have been used in the military.  As commenter Reese Matthews pointed out, bikes aren't particularly good fighting platforms.  In some situations, however, they are good for transport and reconnaissance, especially in terrain in which motor vehicles can't be used.  And, interestingly, the Vietnamese didn't actually ride their bicycles; rather, they used their two-wheelers "as pack animals" to transport equipment and other goods.

I mention all of these facts because of something I came across:




This firefighter bicycle was made by the Birmingham Small Arms Company in the early part of the 20th Century.  Naturally, the hose caught my eye.    The bike also had special accomodations for an axe and a siren.  And look at that headlight!

While it looks distinctive, I don't know how anybody rode it, especially with the "hump" in the top tube--not to mention what the bike must have weighed!  It's easy to see why bicycles have never had as much of a role in firefighting as they have had in conducting wars, patrolling streets and campuses and delivering mail.  Then again, the bicycle contributes to firefighting in a different way:  Many firefighters ride to keep themselves in shape--especially if they have injuries that prevent them from running--or simply for pleasure.  In particular, I have met many firefighters on charity rides, or other kinds of organized rides. 

They serve. And the bicycle helps them.

They're There When You Connect In Atlanta

There's an old joke in the South that goes something like this:  When you die, whether you go to Heaven or Hell, you'll connect in Atlanta to get there.

Anyone who's familiar with the joke knows that "Atlanta" refers to the city's airport, more formally known as Hartsfield-Jackson Atlanta International Airport.

Having passed through that airport many times--but never having set foot in the city of Atlanta--I can understand why someone would make such a joke.  Any of the New York area airports--and any air terminal in which I've landed or from which I've departed in Europe--seems compact in comparison.  


Almost a quarter-million passengers pass through Hartsfield-Jackson on a typical day.  If they are making connections, as I have done every time I've been one of those passengers, they may have to walk as much as three kilometers to get from one flight to the next.  Sometimes, say when I have a two-hour layover, I welcome the stroll as a chance to stretch my legs.  But if my first flight is delayed, the shorter layover means a mad sprint--or a ride, with my fingers crossed, on the airport's internal rail system.

More difficult than their length, though, is the circuitousness of those hallways.  It's a bit surprising that an airport, where one expects modernity, hasn't adopted something like a grid system in its thoroughfares.  

But of course, you don't want to hear someone whine about the inconveniences of commuting.  So I'll tell you about the larger significance of everything I've mentioned, and the specific reasons why I'm talking about an airport in my bike blog.

Imagine trying to patrol a city, and to conduct rescues in it, without helicopters, motor vehicles or even horses.  That is the situation the Atlanta Fire and Rescue team faces every day in the airport.  AFR members found that they could not get to emergencies quickly enough on foot.

Now, since you're reading this blog, you may have guessed the solution they found to their dilemma:  Yes, they patrol the airport corridors on mountain bikes much like the ones police officers use in many cities, including New York.



I learned about AFR's airport bike squad only during my trip this week, when I saw two officers on bikes wending their way through throngs of tourists and business people, and a female AFR officer to whom they reported.

None of them wanted to be mentioned by name.  However, they take justifiable pride in their work.  "We attend to all kinds of emergencies," one of them explained.  "There are the things you expect, like trips and falls.  But sometimes there are more serious things, like people who forget or lose their medication."

"Or it's in their bags, on a flight going someone else," one of the others added.

The second officer also mentioned that they are trained in first aid and rescue procedures in case of fires or other emergencies.  He explained that they also receive special training in fitness, nutrition and bicycle handling and maintenance before being sent off to pedal through Hartsfield-Jackson's corridors.

One thing in which they didn't seem to need training, though, is hospitablility:  Even though they didn't want me to mention their names, they were very obliging and friendly.  I guess that goes along with being Southern, in a profession dedicated to helping people--and cyclists.
