What If He Took Your Bike?

 How would you feel if a police officer took your bicycle?

Now, imagine that happening to you as a small child.

A kid in Lone Tree, Colorado had such an experience over the weekend. 

So why did Officer Jacob Tarr take a young one’s wheels?

According to the Department, a felony suspect was trying to flee. He hopped a couple of fences before stealing a motor scooter. Officer Tarr wasn’t anywhere near his squad car and knew he couldn’t catch the suspect on foot. 

So he commandeered a small bike—complete with neon-green high-rise handlebars—and pedaled away. A few minutes later, the suspect was caught. “The suspect might’ve had a scooter, but Officer Tarr had determination, (sic) and a kid’s bike,” according to the Department’s Facebook post.

I have two questions: Did the kid get their (no gender identity was mentioned) bike back? And how did Officer Tarr, or someone else, explain why the bike was taken.  How do you define a “worthy cause” for a child?

Bike Patrols Return to Tiffin

 



In 2010, US cities had recently begun, or would begin, bicycle patrols. That year, Tiffin, an Ohio city near Toledo, paused theirs. I cannot find a reason why, but Officer Cadin Emshoff may have hinted at one. A patrol person on a bike is more approachable to community members on sunny days.  But when it rains, not so much. On rainy days, he doesn’t ride. ‘“Done it once, not so fun, don’t think I’ll be doing it any time soon,” he explained.

Ironically, inclement weather is one reason why the bike patrol—which started in 1998–is re-starting. Recent storms have closed roads—to motor vehicles.  Bicycles can, however, navigate many of those obstacles.

The usual reasons also are part of program’s revival: crowd control at events like the Fourth of July parade, access to parks, paths and other places inaccessible to cars and the aforementioned community relations.

In another irony, Emshoff is one of the two officers who will patrol on two wheels. Chris Perry will be the other. Their mounts will be the same two bikes that compromised the patrol’s fleet twenty-five years ago. Pauly acknowledged that the bikes are “old” but “we have babied those suckers.”

When A Motorist Pays For Endangering A Cyclist

As I've recounted in several (too many!) posts, cyclists are struck, or even killed, by motorists--and not much happens to the motorist.  If anything, the motorist is given tea and sympathy, and the cyclist is blamed for his or her own misfortune, even if the motorist was clearly violating the law. 

What does it take to hold a lawless driver to account?

I think the answer might have just come from San Antonio, Texas:  when the cyclist in question is a police officer on patrol.  

On the evening of 29 June, two San Antonio officers were patrolling the area around Cattleman's Square on bicycles.  They noticed a vehicle that made a turn without signaling and followed it until it stopped a few blocks later.  

One of the officers walked up to the driver, 22-year-old Jonathan Ray Martinez, and asked him to identify himself as the other officer parked his bicycle in front of the car Martinez was driving.

The officer who parked his bike noticed that Martinez was reaching into the center console and looked nervous.  Believing that Martinez might attack, he reached into the car to grab Martinez's hands.  He couldn't get a hold, and Martinez started to drive away.

The officer's arm was hit, and his bicycle was run over.  Another officer, in a car, started to chase, but lost, Martinez.  San Antonio police, however,  were able to link him to the incident through the license plate.  

Martinez was charged with aggravated assault on a public servant and was booked on an unrelated assault warrant.  His bail totaled $57,000.

Although I sometimes complain about the way police officers treat us, I am glad that the officer who tried to stop Martinez wasn't more seriously injured, and that Martinez is being punished for endangering a cyclist's life with a deadly weapon (his car).  But the cynic (or realist?) in me says that he would have gotten off with a lighter penalty had the person on the bicycle not been a police officer.

Is This What It Takes To Charge A Driver Who Strikes A Cyclist?

If you read the post I wrote yesterday, you could tell I was angry.  I still am.  Another story that came my way intensified my rage.

In Omaha, a 26-year-old woman was arrested after hitting a cyclist with her car.


You can be forgiven for thinking that I should view this arrest as "progress" after a driver in my hometown got off with a sympathetic pat on the shoulder from a police officer after he killed a cyclist.




But the driver wasn't charged with any injury she caused the cyclist. Instead, she was cited for DUI, reckless driving, child neglect (her infant was improperly restrained in the rear of her car) and having an open alcohol container.  


I guess I should be grateful that she was cited for anything at all.  I can't help but to think, however, that the only reason why she was charged with anything at all is that the cyclist in question was an Omaha police officer.

West Fargo Bicycle Medics

Police departments all over the world have started bicycle patrols for very practical reasons.  For one, tight spaces, crowds or other conditions can make it difficult to reach a person needing help or some other emergency.  Also, not being encased in glass and steel, and not having a motor droning in front of them, makes it easier to see or foresee situations that warrant a response.

Those are also the reasons why, last week, the fire department of West Fargo (North Dakota) unveiled four new bicycles to be used by two fully-equipped teams of medics.  Those teams will work with ambulance staff who will assist if someone needs more specialized care or transportation  to a hospital.  

The creation of medical bicycle units was motivated, in part, by the city's growing population and, specifically, the increasing popularity of downtown events that draw large crowds.  Because such events are usually held during the summer, people can be overcome by heat or dehydration.  Also, the crowds or blocked-off streets can keep other kinds of vehicles from passing into other parts of town where there might be an emergency.

Each team consists of two medics who are trained, on-call firefighters.  They ride custom Trek mountain bikes.  One member of the team carries a trauma kit and defibrillator machine, while the other team member has a bag of supplies needed for common medical emergencies.  Every one of the medics has undergone 40 hours of specialized training for this new undertaking.  

Fire Chief Dan Fuller said the medics may travel to nearby areas such as Moorhead and Fargo to work in larger events such as the Fargo Marathon.

A Huracan vs A Housewife

There are reasons why police departments all over the world have bicycle patrols.  The main one is that an officer pedaling two wheels can reach places, such as congested downtown streets and alleyways of campuses, inaccessible to the cop with his or her foot on a gas pedal.  And, the constable on two wheels can get to a scene more quickly than his or her counterpart in a motorized vehicle.

What most police department brass don't know, however, is that one of its officer's legs can generate 573 horsepower on a bicycle. 

All right.  That's just a slight exaggeration.  In this one instance, however, a Japanese cop on a bike was a match for 573 horsepower of Italian automotivery. (All right, I made up that last word.)  Or, at least, those 573 horses--costing more than a lovely Louisiana abode that wouldn't look out of place in Gone With The Wind--couldn't escape from justice delievered from the seat of "a housewife-style chari bike.



For years, I've heard that red cars are more frequently pulled over than vehicles of any other color.  It makes sense: If you're going to speed, make illegal turns or do almost anything else you shouldn't be doing while driving, you're more likely to be caught if you catch an officer's eye while doing it.  And, of course, you are more likely to get such unwanted attention if your car has a bright, eye-catching hue.   

Now, of course, if you're buying a Lamborghini, you're probably not trying to be inconspicuous. So, of course, you'll go for a color like the bright orange of the Huracan in the video.  But even if that car had been painted in primer gray, its driver wouldn't have escaped the cop on the "housewife" bike.  Why?  Well, that cop had the law on his side.  No, I'm not talking about Japanese traffic code:  I mean the law of gravity.

It's Not A Chase! Really, They Swear It's Not!

During my formative years, I went to more than a few movies that featured car chases.  But, I swear, I was dragged to them kicking and screaming.  Really, I was!  

You see, most of my trips to the cinema (That's what I call a "movie house", now that I'm a snotty intellectual!) were made in the company of my father and three brothers.  My mother is not particularly a movie fan, let alone a cineophile, although whenever I go to visit her, we  see a movie together--albeit ones that involve more human interaction than piston-powered pursuits.


Still, I admit, I can get a thrill out of watching a chase.  Back in the day, I usually rooted for the pursued even though I knew he (Yes, he was almost always male, as was the pursuer.) would get caught.  When I watched this video, though, I was actually on the side of the chaser--and he's a police officer!





Of course, his being on a bike has something to do with it.  Also, he was chasing the driver of an ATV, which is illegal to drive on the streets of Washington DC--and most cities.  Thankfully, I haven't encountered nearly as many of them as I've seen motorized and electric bikes in the the bike/pedestrian paths!


As far as I know, that officer wasn't seriously hurt.  And I'm glad he was trying to do his job--though his employers deny that it was a chase--or, at least, that it did not follow the DC police department's "no chase" policy when it comes to ATVs.

Rather, the officer was "following" the ATV rider, according to spokeswoman Karimah Bilal.  It was "typical of what we do in this type of incident," she added.
