The Real Battle

 Last week I wrote about the passage of Bill 212 in Ontario, Canada.  Among other things, it authorizes that province’s government the authority to order Toronto—its largest city and capital—to remove bike lanes and to block the metropolis from installing a new bike lane if it results in the loss of a traffic or parking lane.

Interestingly, Philadelphia has gone in an almost-opposite direction.  Yesterday Mayor Cherelle Parker signed a bill that prohibits drivers from stopping, standing or parking in bike lanes—and increases fines for those who break the law.

Reactions to both events has been predictable and echoes the ways in which cyclists (and pedestrians) have been pitted against drivers. The debate, fueled at least in part by misconceptions, can also be seen on the editorial pages of the Washington Post.  The first salvo of the latest fight came from Mark Fisher’s article, “The truth about bike lanes:  They’re not about the bikes.” Yesterday the newspaper published reactions from anti-bike lane (and, in some cases, anti-cyclist) motorists. It has announced its intention to devote a page to pro-bike lane arguments.

Among the misconceptions expressed in the editorials, perhaps the most egregious is this:  We are getting our lanes for free.





Some years ago, I found myself arguing about that with a driver whom I cursed out after he cut me off.  I became his emotional punching bag because, at that moment, I was the embodiment of all cyclists, just as any given Black person can become a proxy for an entire race.

I didn’t raise my voice or lose my temper. Instead, when he shouted the “free ride” canard, I pointed out that I paid for that street and its parking spaces just as he had:  Here in New York, as in most places, street and road construction and maintenance is paid from the general pool of taxes. He was not, as he believed, paying for something I wasn’t. In fact, I said, the only tax he pays that I don’t is on gasoline.

He actually calmed down. I probably could’ve mentioned other ways his and other ways his and other motorists’ driving is subsidized—including our foreign policy—but I left him while we were at least civil toward each other.

Some would call it a “win.” In today’s political climate, it would be a step forward. On the other hand, to amend Mr. Fisher’s thesis, the debate about bike lanes isn’t really about the lanes.  I believe it is, rather, a proxy for the culture wars, which in turn are about economics: Will they serve the interests of those who have brought the planet (whether through their financial, political, cultural or ostensibly-religious activities) to its current crisis—and their often-unwitting pawns? Or will we leave those coming after us a world in which they can live, let alone thrive?

“Rip ‘Em Out”=“Drill, Baby, Drill”?

 Here in New York City, we don’t need anyone to tell us that life isn’t always fair. One reason is that here, in one of the world’s major cities—with a population of around 8.3 million—some decisions that affect our everyday lives are made in Albany, about 250 kilometers (160 miles) up the Hudson River. Though its population of 101,000 is less than a quarter of Staten Island, New York City’s least populous borough, “Smallbany” is the capital of New York State.

Now, one might expect that Toronto, Canada’s largest city, has more self-rule since it also happens to be the capital of Ontario. But the province’s government has just passed Bill 212. This controversial new piece of legislation gives the province sweeping control over Toronto’s bike lanes.  

That means, for one thing, that Toronto and other cities would have to ask the province for permission before installing a bike lane if doing so would involve removing รก traffic lane.  Moreover, it gives the province authority to order a city to rip out a bike lane if a traffic lane was removed in the process.  So, for example, Ontario’s government could order Toronto to take our the bike lanes on three major thoroughfares—Bloor and Yonge Streets and University Avenue—though it’s not clear as to whether the province will exercise that power.




Oh, and Bill 212 allows the construction of Highway 413 to begin before consulting indigenous groups or conducting environmental assessment.

Bill 212 sounds like part of a “backlash” against the progressive policies for which Toronto has come to be known.  Somehow I can hear echoes of “Drill, baby, drill!”

Who Wreaks More Havoc?

A few of my recent posts have dealt with drivers' and cyclists' attitudes about, and perceptions of, each other.  As I've described, irate motorists see us as over-privileged scofflaws who endanger the public order.

At least one person perceives otherwise.  James R. Anderson, a Chicago cyclist, wrote a letter to his hometown newspaper, the Sun-Times about drivers who behave badly.  As he correctly points out, they are a more egregious danger to cyclists and pedestrians than we can be to them in part because they are driving two to four tons of metal, often at two to four times the speed at which we ride (not to mention how much faster and more massive they are than pedestrians). But he makes another point:  Too many motorists (including drivers of pickup trucks and SUVs) are looking at their screens rather than their surroundings; they, and other drivers sometimes block crosswalks or bike lanes and blow through red lights, seemingly oblivious to the fact that they've done anything wrong.

Oh, and he also brings up another little-discussed fact:  That most fatal crashes are caused by drivers, not cyclists or pedestrians.  For one thing, even in cities like Chicago and New York with large numbers of cyclists, we are far outnumbered by drivers.  And a driver's error or carelessness can be magnified to a much greater degree--because of the vehicle's speed and mass--than any misjudgment a cyclist or pedestrian could make.

I have seen letters to the editor recently from car drivers complaining about “sharing the road with bike riders while bike riders break all kinds of laws.” The letter writers say they’ve seen bicycle riders run stop signs.

My question is: Have they seen the behavior of car drivers? Last week on Hubbard Street, I was stopped at a stop sign — because it’s a stop sign and because there was a pedestrian in the far crosswalk — and three drivers buzzed around me to blow the stop sign and endanger the pedestrian.

Drivers in giant SUVs and pickup trucks, with no idea what’s happening around their vehicles because they’re too busy playing with their phones to have a look or check their mirrors, run red lights with alarming frequency. I don’t mean they just missed the yellow; the light was red, and they decided to go anyway.

Drivers turn right on red without stopping or looking for pedestrians on the right, often in contravention of “No turn on red” signs.

Drivers block bike lanes and crosswalks and fail to stop for pedestrians in crosswalks, with no idea they’re doing anything wrong.

By the way, it is drivers, not bicycle riders, who usually cause car crash fatalities, including more than 1,300 in 2021. Plus, they inflict injuries great and small, plus cause billions in property damage.

Bad bicycle riding is inexcusable, but its impact is microscopic compared to the harm of bad car driving. It’s like the difference between a nuclear missile and a fly swatter.

As calmly as I could, I responded, “Well, I do too.” I then pointed out that the only tax he pays, and I don’t, is on gasoline.

Fighting A "Culture War" They Can't Win (I Hope)

There are moments that change history.  Everyone knows some of them; others, we think we know.  Then there are the ones that, while documented, are forgotten even though their significance is both deep and broad.

We've all heard the story of how Martin Luther nailed his 95 theses to the Castle Church door in Wittenberg, Germany five centuries ago.  While almost no one doubts he actually wrote the theses--and he sent copies of them to church and political officials--the story about him hanging them on a church door is in doubt.

On the other hand, there is a video of an unknown taxi driver who, perhaps unwittingly, launched the movements for sustainable transportation and economies--and the backlash against them that has launched a culture war between drivers and cyclists, among other people.

In 1972, the unnamed livery driver was incensed that his "right" to drive wherever he wanted was "taken" from him by city officials who had the temerity to close off a street.  Why would such overbearing functionaries arrogate unto themselves the authority to keep someone like him from driving down a thoroughfare paid for with his taxes?

Well, if the answer is that the driver in this story paid a larger share of his income in taxes than his counterparts in other places, it would be almost understandable.  Somehow, though, I don't think that he was preoccupied with that fact. Like many drivers, he simply wanted to take the shortest, most direct and convenient, route to wherever he was going.  If he were being paid per-trip rather than per-hour, his frustration would have been a bit more understandable, if not justifiable.

But I think he simply was impatient in the ways drivers often are:  I guess it can be frustrating to have something that can get you somewhere quickly and with minimal effort, only to be stalled by something, animate or not, that doesn't "belong" in the roadway.

That something, in the driver's way was a set of barricades.  Their purpose?  To designate a "children's only" street.

Perhaps it had something to do with having children--perhaps the ones who would have been on that street--that led citizens of that city to denounce the driver and push for safer streets for pedestrians, cyclists and other non-motorized travelers.

That city was Amsterdam which, in 1972, was as choked with auto traffic as many other European capitals.  Now, of course, it's known as one of the world's most bike- and pedestrian-friendly cities, and has led the way--along with cities like Copenhagen--in developing walkable, cycleable city centers.  




That taxi driver may never be as famous for pulling down barricades as Martin Luther was for (allegedly) hanging up what might have been the world's first viral message.  He did, however, ignite a culture war that has been largely won by those he fought against.  Such a story gives me hope because in more car-centric places, the reactionaries (who abound in, but are not limited to, conservative political factions) are riling up their constituents  against an imagined "war on cars" from the borough of Queens, NYC (where I live) to Queenborough, UK and Queensland, Australia.




  Those would-be defenders of the diesel tend to be older, while those who don't want to spend three hours of their day driving to work and parking tend to be younger, in chronology and, like yours truly, in spirit---even if I am in, ahem, midlife!

What The Bollards?!

 In previous posts, I’ve written “lines of paint do not a bike lane make.”

I admit it’s not Shakespearean.  (Then again, what besides Shakespeare is?) But I think it sums up at least one major flaw in too much of bicycle infrastructure planning.

Now I have to come up with another catchy line—for bollards.



I was greeted with this scene at the other end of my block.  The city’s Department of Transportation probably believed cyclists like me would be thrilled to have a bike lane running down our street.  But I, and some other cyclists, are among its most vocal critics.The lane isn’t wide enough for two-way bicycle traffic, let alone the eBikes, mini-motorcycles and motorized scooters that, most days, seem to outnumber unassisted pedal bicycles.


Moreover, as you can see, bollards offer little more protection than lines of paint.  On more than one occasion, I have seen drivers use the bike path as a passing lane—when cyclists are using it.  I can understand ambulances or other emergency vehicles passing in the lane (as long as bicycles aren’t in it, of course) because Mount Sinai hospital is on the lane’s route. But some drivers, I think, pass in the lane out of frustration or spite.

The situation has been exacerbated by the recent construction in the neighborhood.  I suspect that the bollards were crushed by a truck pulling toward or away from one of the sites. I also suspect that the destruction wasn’t intentional:  In my experience, commercial truck drivers tend to be more careful than others and when they strike objects—or cyclists or pedestrians—it tends to be because the drivers didn’t see them.




Anyway, what I saw underscores something I’ve told friends and neighbors:  Sometimes, the most dangerous part of my ride is the lane that runs in front of my apartment!

At Least He Won’t Get Away With Murder—We Hope






Today, I am going to give you some advice you probably didn’t expect to find on this blog.

Here goes: In North America, if you want to get away with killing someone  run over that person with a car, truck, bus or other motorized vehicle.For one thing, dead victims can’t tell their side of the story.  So, even with the worst lawyer (or no lawyer), the most egregiously aggressive or careless driver can make him or her self seem blameless. 

For another, North America has had a “car culture” for a century.  Roads and intersections are therefore built or re-configured to convey motorized traffic as quickly and efficiently as possible.  Such a mentality among planners has inculcated a few generations of Americans with the notion that the cyclist or pedestrian is somehow a second-class citizen, at best.

Such attitudes, combined with anger at whatever or whomever, or with any other mental disturbance, often lead drivers to believe they have the right to run down cyclists.  Such an attitude, I think, nearly turned Sacramento cycling advocate Sherry Martinez into such a victim.

“I have four broken ribs, a fractured clavicle, a partial collapsed lung from a collision “I can’t remember,” she said from her hospital bed.  Fortunately for her, there are people who remember it:  members of the small group of cyclists with whom she was riding, as well as other witnesses.

Their testimony, and witnesses’ photos, confirmed the charge against 30-year-old Caleb Taubman: He deliberately drove his pickup truck at Martinez.

In other words, he’s been charged with assault with a deadly weapon.  Members of Sacramento’s cycling community have engaged in a letter-writing campaign urging the district attorney to prosecute Taubman to the fullest extent of the law.

Taubman has been released and awaits his first court date.  Whenever it is, he is on a more certain timeline than that of Sherry Martinez She has no exact date when she!l be well enough to discharged from the hospital. And I imagine that when she’s released, she’ll still have a long road to recovery ahead of her.

At least Caleb Taubman won’t get away with murder—we hope.

The Bike Lane Didn't Get Her There Safely

 Some who read yesterday's post might believe that I'm becoming (or already am) a whiny ingrate. But even in a relatively bike-conscious country like the UK, simply building bike lanes--even "hardened" ones--isn't enough to ensure the safety of cyclists.

Last Friday afternoon, Trish Elphinstone was riding on a designated bike path--one that is physically separated from the road it parallels.  A driver steered a black sedan across that barrier, clipped Ms. Elphinstone's front wheel and sped away.

The encounter left her with swelling on her shoulders and knees, in addition to a "face matted with blood" as a result of a cut above her eyebrow.  Needless to say, she spent the rest of the afternoon in an emergency room rather than the meeting she was riding to.

She admits that it's "ironic" that the meeting she missed was about road safety.  You see, just last month, she was elected from the Labour Party to represent Rose Hill and Littlemore in the Oxfordshire City Council.  She narrowly defeated Michael Anthony Evans, an Independent politician whose platform included staunch opposition to Low Traffic Neighbourhoods and traffic-calming schemes, which he described as a "blunt instrument that divides neighborhoods."  

One might assume that he opposes bike lanes and anything else that might encourage people to cycle for transportation, or at least get out of their cars.

I'm not saying a conspiracy was involved when that car clipped Trish Elphinstone's front wheel--and kept her from a meeting on traffic safety.  But...

Let's Hope This "Twist" Isn't Just The Latest Dance Craze

Two and a half years ago, I was "doored" into a potentially-fatal spill.  The reason I survived with a gash that required thirty stitches and torn muscles and ligaments is that traffic stopped just behind me, and a bystander took it upon himself to get water and bandages and to call the police and ambulance.

The driver, to her credit, checked to see whether I was OK and offered help. (Between her driver's and my health insurance, thankfully, it cost me very little.)  And, a few months later, I was nearly doored again on a Sunday afternoon as I pedaled along Metropolitan Avenue in Middle Village--while wearing a high-visibility jacket.  I turned back to yell at the driver, who stated the obvious:  "I wasn't paying attention."  

Other drivers, though, aren't so willing to own up to what they've done.  Even if they open the door as you're next to it, they somehow think it's your responsibility to keep them from dooring you.

Richard Silvester falls somewhere between these two categories of drivers.  Last July, the UK resident had been eating a sausage roll in his car when he opened his door to shake off crumbs.  (I have been the recipient of such morsels, and of showers from motorist dumping their half-finished cups of coffee and bottles of soda.)  Unfortunately for Benjamin Dearman-Baker, Silvester's effort at tidiness sent him tumbling from his bike--which he'd been riding at 20MPH--to the pavement.  

Although endangering or injuring someone by opening a car door is a misdemeanor offense in the UK, it's still a more serious charge than in most US jurisdictions.  Rarer still is the motorist, like Silvester,  actually prosecuted for it.

Silvester claimed to have "looked" before opening his door, but admitted he didn't check the blind spots.  He might have seen Dearman-Baker in one of them had he used the "Dutch Reach," which is now mandatory in the UK and other countries--and versions of it may soon be mandated in New York and other places in America.

The "Dutch Reach," invented in a country that has about the same ratio of bicycles to people as the US has guns to people, is simple:  The driver uses their "far hand" to open the door.  In the UK, where drivers travel on the right side of the road, it is their left hand.  In most other countries, a driver would open their portals right-handed.  Bending in such a way forces drivers to look in those spots immediately behind them, which is where they, more often than not, "don't see" cyclists.

During the past few years, Massachusetts and Illinois have made the "Dutch Reach" part of their drivers' curriculum.  In New York City, where I live, the Department of Transportation is trying to promote it among taxi and service-vehicle drivers as the "New York Twist."

It sounds like a dance.  Let's hope it catches on and it isn't just a temporary "craze," like an earlier "twist."

Oh, and for his part, Richard Silvester has been ordered to pay the costs that result from hitting Benjamin Dearman-Baker when he opened his door to shake off the crumbs from his sausage roll.

Who Are They Attacking?

Motorists' umbrage over bike lanes or other bicycle infrastructure, is expressed as a matter of losing "their" traffic and parking lanes, and other facilities, to us.

Notice the last word in the previous sentence.  While the anger might be articulated about things, in the end, I think it's really a resentment against us--or, at least the way they perceive us.  That is to say, when I've been screamed at simply for being on a bike--all the while following traffic rules and regulations--the person yelling at me doesn't see me because, to them, a cyclist is not a person like me.  The stereotype of a cyclist, at least in New York and other US cities, is that of a "privileged" Milennial who washes down chia seed-garnished slices of avocado toast with IPAs brewed in small batches--who, as often as not, comes from privilege and some place far away.  In other words, they don't see a woman of, ahem, a certain age who grew up in a working-class enclave of their city.

In that image of cyclists, we are also painted as "lone wolves" or as people who ride and hang out with other people like ourselves.  What doesn't occur to them, it seems, is that one reason bike lanes and other facilities have been built is to encourage families to cycle together, whether for fitness, recreation or transportation.  And, in some places--including, not infrequently, here in New York--one does see adults and children riding together in the lanes.

So folks who break bottles, scatter screws and tacks and leave all sorts of other large and sharp objects in bike lanes are endangering, not only those whom they resent, but people who are more like themselves and, perhaps, people who matter to them--namely, their children.

That truth has become all too evident on a bike lane along Australia's Gold Coast.  Not only did the debris cause flat tires that caused people, including children, to push their bikes several miles; the shards of glass, metal and other substances also caused more serious damage to bikes and the bodies of people--including children who were riding with parents or other adults.

Whenever I see broken beer bottles or other trash strewn along a bike lane, or anyplace we might ride, I see not only an attempt to damage our bikes or injure us physically.  I also see an attack on a stereotype of what we are.  In other words, I see another kind of bigotry.

Delivering Hate And A Death Threat

Yesterday afternoon, I hopped onto Tosca, my Mercian fixed-gear bicycle, and pedaled with no particular destination in mind.  I simply wanted to spend an hour or two riding before the rain came and I had to get back to work.

After zigging, zagging and looping through "Hipster Hook" and eastward to the closest thing this city has to a stetl--the Hasidic enclave in Williamsburg--I found myself riding down the unprotected bike lane on the left side of Tompkins Avenue, a one-way southbound street in the Bedford-Stuyvesant neighborhood.  Although the lane is nothing more than lines painted on pavement, I'd had no issues during previous rides along its length.  In fact, I rather enjoyed it because it passes a park and some of the most colorfully-decorated stores and cafes you'll see in this city.  

Note my use of the past tense.  It doesn't mean I'll never go back; it means only that the string of pleasurable rides was broken.

Between Madison Street and Putnam Avenue, a USPS truck parked in the lane, on the left side of Tompkins, probably to make a delivery.  Those trucks often take up more than the width of a lane so, perhaps not surprisingly, there was a traffic "bottleneck."  In that queue was another USPS truck, just a couple of vehicles behind me to my right.  The driver seemed to lean on her horn as she shouted out the window--at me, it turned out, even though I waited behind the parked truck so she could pass.

Well, as they say, no good deed goes unpunished.  She veered her truck toward me and yelled racist, "Fuckin' white tranny bitch!"  (Hey, she scored a trifecta:  racism, sexism and transphobia, all in one!)  At the next intersection--Jefferson Avenue--she pulled over to retrieve mail from a box.  I stopped and yelled, "What was that all about?"

"Mind your own fuckin' business."

"I am.  When someone tries to kill me, it's my business."

"Fuck you, white tranny bitch!".




Since USPS trucks don't have license plates, I snapped this photo of the truck number.  Then I took a photo of her, from the side, as she came out of the truck.  Proud of herself, she posed for me.





I have filed complaints with the USPS and the local NYPD Precinct.

Channeling Their Aggression Into Fraud

It’s bad enough that most bike lanes in this city are poorly-conceived, -designed, -built and -maintained—and that too many go from nowhere to nowhere.  On top of all that, the placement and routing seems designed to spark the aggression of motorists and anyone who’s not using four wheels and a motor.

I have had close calls with drivers who park, pass or stop to drop off or pick up passengers in the bike lane.  I’ve also seen other drivers toss their trash—including bottles that shattered on impact—onto the lanes.

Oh, and as I was pedaling down the Crescent Street path from my apartment, a group of people planted themselves in the lane -and stood, smoking and talking to each other, as I and other cyclists tried to pass.  The sidewalk to the left of the lane was clear.

Perhaps I should be grateful that nobody here has—at least to my knowledge—expressed their hatred for cyclists in the same way as some folks in Toronto have. 




They’ve posted notices saying that certain vehicles are allowed to park in the lane on Bloor Street. That might not be a problem if those posters didn’t look like they came from the city of Toronto—which, along with the Bloor-Annex Business Improvement Area, is using social media to make people aware of the fraud.

Driven By Double The Hate

A White guy knocks down a Black man, spits on him and calls him a racial epithet. 

I think that most people would agree that it sounds like the outline of, if not a hate crime, then at least a hate-fueled act of aggression.

Now, put the Black man on a bicycle and the White guy behind the wheel of a pickup truck.  Oh, and the White guy knocks the Black man down by reaching out and grabbing the Black man's arm while he's riding his bike.  And, for "good" measure, when the Black man pulls himself off his bike, the White guy drives his pickup truck over it.

I think most people would still agree that it's a hate crime.  So would I, but I would say that it's a hate crime on more than one level.

In saying what I have said, and what I'm about to say, I do not mean to minimize the hostility and worse too many people face for no other reason than the color of their skin.  But, even if that White pickup driver hadn't yelled a racial epithet, I would still classify his act as a hate crime, or at least a hate-motivated act of aggression.

Well, for one thing, much of the intentional aggression drivers commit against cyclist is fueled by hatred, or at least resentment:  We are often accused of "taking up space" on the road when a person on a bike doesn't even occupy a tenth of the real estate or air space a car, let alone a pickup truck (which, too often, is carrying nothing but its driver) fills.  Also, cycling--like almost every other act--has taken on political undertones in this polarized environment:  We are seen as avatars of environmental consciousness and sustainability and, therefore, a threat to the fossil-fueled economic and social structure.

That is why the incident I mentioned, which took place in Palo Alto, California last week, is, to my mind, a hate crime on two levels: While the driver verbalized his hatred of someone with darker skin than his, it's impossible (for me, anyway) to see how someone who's armored with a three-ton steel shell is acting out of anything but hate if he (or she or they, let's be fair) deliberately attacks a cyclist.

So, while I hope that driver gets the punishment he richly deserves for attacking someone who is of another race, I wish he could also be charged with acting out of the hate that motivates any act of--let's call this what it is--bullying.

Connecting Ithaca


If you’ve been reading this blog for a while, you know thar one of my pet peeves is “bike lanes to nowhere “:  ribbons of dirt, concrete or asphalt that begin or end abruptly and do not connect common destinations in any meaningful way.  They are a reason for motorists’ animosity towards cyclists;  As long as bike paths are seen merely as “nice places to ride” rather than transportation conduits, drivers will see us as over-privileged pleasure- or thrill-seekers who are “taking “ their lanes and parking spaces. 

So, I am glad to hear news that Senator Kirsten Gillibrand, secured a Federal grant to connect the Black Diamond and Gateway Trails, two bike lanes on opposite ends of Ithaca, an upstate New York town best known for its gorges and Cornell University.

Who Owns The Road In Gaborone?

I own the road:  I pay road tax.

I've heard some version of this argument over the years.  What drivers often forget is that those of us who don't drive are paying all of the same taxes as those who use their cars to get to the corner store.  As I pointed out to someone who accused me of taking "his" parking space, the only tax I don't pay that a driver pays is the one levied on gasoline.  But, in a sense, I pay for it, as other taxes, at least to some degree, subsidize the relatively low cost of petrol here in the US, just as the deductions from my paychecks help to pay for road building and maintenance.


The "I pay, I own" argument is even more emphatic, or vehement, in those places where a newly-emergent middle class is forsaking two wheels and pedals in favor of four wheels and gas pedals.  That, of course, was the story of Chinese cities early in this century.  Now it seems to be the narrative in Gaborone, the capital of Botswana.


Whereas most people rode bikes to school or work just a few years ago, now the bicycle has a double stigma:  It is seen as archaic and something that you use only if you're poor.  


I've never been to Gaborone, but according to BBC correspondent Sharon Tshipa, it's "the worst place in the world to ride a bike."  Not only are the drivers as reckless as the worst kinds of teenagers, they are quite open in expressing their hostility toward cyclists.  Some even threaten or promise to mow down riders.







These dangers to bicycle riders’ physical safety and mental well-being are compounded by hazards to their internal medical condition. Gaborone has some of the world’s worst air quality.  The sheer volume of vehicular traffic would, by itself, be enough to degrade the city’s environment.  But a particular quality of the city’s fleet makes things worse.  While some new cars are imported from neighboring South Africa, many more used vehicles come from other countries, where they failed to meet emission standards.

Whether or not Gaborone is the worst place to cycle, it’s sad to see people forsake their bikes, and disturbing that such hostility has developed against remaining cyclists.  From what I understand, some Chinese cities are re-discovering the bicycle.  Perhaps Gaborone will do likewise one day.

Who's Paying Their "Fair Share"?

Sometimes a motorist's animosity toward bicycle riders stems from a negative experience with a scofflaw cyclist--or one who is following the safest and most sensible practices but somehow manages to inconvenience said driver.  Other times it comes from our actual or perceived "privileged" status:  While many of us are indeed better-educated and younger (I am, in spirit!) than the population generally, there are also some who pedal because, for whatever reasons, they can't drive.  

Notice a word I used in the previous paragraph:  "perceived".  Perceptions, as we all know, are not the same thing as reality.  More than once, I have had non-cyclists berate me and other cyclists because of inaccurate notions about us.  

I think now of a time when, on a narrow Brooklyn street, a man driving just behind me wanted to park in a space I was passing at that moment.  He leaned on his horn; I glanced back at him and lipped, "Excuse me."  Then he let out a stream of profanities and what sounded like a threat. 

I turned back and said, "Excuse me, sir?"

Then he went into a rant about how careless cyclists are because we "get to use the same streets but don't have to pay for them."  I asked him to explain himself.  "I have to pay all sorts of taxes to maintain these streets."

"I do, too.  We all do, whether or not we drive. All of that is funded from what's deducted from our paychecks--or what you pay if you're an independent business owner."

He had the frustrated look of someone whose anger had, against his will, been defused.  "Yeah, but I'm still paying more taxes than you."

"Probably not.  Do you have kids?  A mortgage? Any loans?"

He looked confused.


"I am a single renter.  And I can't claim the deductions that some people claim. I don't get those big refunds I hear about from other people--if I get a refund at all."

He actually seemed to be listening to me. "The only tax that you pay, and I don't, is for the gas in your car.  But even there, I pay, too, because the price of gas is subsidized.  Why do you think we don't pay 10 dollars a gallon, like they do in France and Germany?"

From there,  our exchange became less acrimonious, and I wished him well.

 

I thought about that encounter, again, when I came across a letter to the editor containing the "If they want to use our roads, let them pay for it!" canard.  It's amazing how the misconception that we don't pay our "fair share" still exists.

What bothered me almost as much is the editor's response:  That Oregon cyclists are indeed paying their share with the bicycle tax that was imposed two years ago.

What was that about two wrongs not making a right?
